Opposition Testimony - AZ HB 2134
Testimony in opposition to Arizona House Bill 2134, a bill that would enable officers to arrest and prosecute drivers for unknowingly fleeing from law enforcement vehicles without eliminating any of the serious risks to public safety posed by vehicular pursuits.

Testimony in opposition to South Dakota House Bill 1047, HB 1047, a bill that would increase penalties for fleeing from law enforcement vehicles without eliminating any of the serious risks to public safety posed by vehicular pursuits.

Rodney King v. City of Los Angeles, et al
25 yr. old severely beaten after a high-speed chase. Video taken by witness on balcony nearby. Officers famously acquitted of criminal charges, some later found guilty of civil rights violations.
Casillas v. City of Fresno
45 y.o. man, holding pipe in his hand, shot and killed by police after brief vehicle pursuit initiated for failure to wear his seat belt; survived by wife and five minor children.
Beiard v. City of Los Angeles
Police shooting of unarmed, mentally disabled veteran, 51 y.o. man after car chase; survived by parents.
De La Trinidad v. County of Los Angeles
Deputies shot unarmed passenger getting out of car after high speed pursuit; deputies saw him reach for his waistband; survived by wife and two minor daughters.
Petrov v. Alameda County
Video-recorded beating of 28 y.o. meth. addicted man, with multiple arrests for drug sales, who was captured by deputies after high speed pursuit over the Bay Bridge. Deputies beat Plaintiff with batons for minutes. Two deputies were fired and criminally charged with felonies. Plaintiff sustained multiple crushing hand fractures, concussion, and scalp lacerations from multiple head strikes by deputies’ batons. Plaintiff faced unrelated federal charges at time of settlement.
Adams v. Merced County
Police shooting of 18 y.o. man, following high-speed pursuit; survived by parents.
