Dr. Haar is an emergency physician with expertise in health and human rights. Her work focuses on the protection of human rights in times of complex humanitarian crisis and conflict. She is particularly interested in the protection of health workers and health services.
She is an adjunct professor of epidemiology at the School of Public Health, University of California, Berkeley and a research fellow at the Human Rights Center at UC Berkeley’s School of Law. She is also an emergency medicine physician in Oakland, CA.
Dr. Haar has published several articles on issues including health in post-conflict states and the reconstruction of health systems after humanitarian disasters. She is particularly interested in developing strong research methodology in fragile contexts. Dr. Haar serves on the board of the San Francisco Bay Area Chapter of Physicians for Social Responsibility.
Dr. Haar traveled with a PHR team to Bangladesh in 2017 to document the injuries suffered by Rohingya refugees driven out in a murderous campaign by Myanmar authorities. She is also a member of PHR’s Asylum Network and assists in asylum evalutions. She has authored and co-authored several PHR reports, including “Lethal in Disguise” which details the misuse and abuse of crowd-control weapons, the detrimental health effects that these weapons can have, and the impact of their use on the meaningful enjoyment of freedom of assembly and expression.
