Florence does not sanction policy of strip searching all detainees before deciding whether particular detainees will be housed in general population; for detainee who will not be housed in general population, probable cause that he is secreting evidence of a crime is necessary to justify body-cavity strip search.

Where there was probable cause for plaintiff’s arrest, there was no cause of action for retaliatory arrest based on plaintiff’s support of sheriff’s political opponent.
