Testimony opposing Missouri Senate Bill 808, a bill that would place the St. Louis Police Department under a state-controlled board of commissioners, thereby diluting the ability of St. Louis residents to make important decisions about how their police department operates–including policies related to over-policing and accountability for officer misconduct.
Establishes the "Defund Municipalities that Defund the Police Act" which provides for a withholding of a certain amount of state funding for a defunding municipality.
Transfers control over St Louis police department to Governor and Governor appointed board, including minimum staffing and funding plans.
Preempting regulation of complaints against law enforcement officers and correctional officers to the state.
Prohibits cities or towns from reducing the annual operating budget for law enforcement agencies below the previous year's budget. If a reduction does occur, the city or town must notify the state treasurer, who will then withhold state shared monies equal to the budget reduction. The withholding will continue until the city or town restores the budget reduction.
