Transfers control over St Louis police department to Governor and Governor appointed board, including minimum staffing and funding plans.

Prohibits cities or towns from reducing the annual operating budget for law enforcement agencies below the previous year's budget. If a reduction does occur, the city or town must notify the state treasurer, who will then withhold state shared monies equal to the budget reduction. The withholding will continue until the city or town restores the budget reduction.

A law enforcement officer shall use only an appropriately marked law enforcement vehicle to make a traffic stop in a non-emergency situation.
