Dr. Joel A. Dvoskin is a clinical and forensic psychologist, licensed in Arizona and certified in Forensic Psychology by the American Board of Professional Psychology.
He is the former Acting Commissioner of Mental Health for the State of NY, after serving for more than a decade as Associate Commissioner and Director for Forensic Services for the NY State Office of Mental Health. He served as Chair of the Governor’s Advisory Council on Behavior Health and Wellness for the State of Nevada.

Prohibits cities or towns from reducing the annual operating budget for law enforcement agencies below the previous year's budget. If a reduction does occur, the city or town must notify the state treasurer, who will then withhold state shared monies equal to the budget reduction. The withholding will continue until the city or town restores the budget reduction.

Classifies flight from police in a car as a class 4 felony (or a class 2 felony if the flight results in a serious injury; if there was a minor in the car; or if the driver was DUI). Includes flight from marked police cars and unmarked police cars (if the person fleeing knew it was a police car or evidence shows they should've known it was a police car)
