Pretrial detainee in sickle cell crisis was not transported to hospital, but strapped in restraint chair with minimal observation and died four hours later; crisis was objectively serious medical need; issue of fact as to whether nurse acted recklessly in failing to send detainee to E.R. precluded summary judgment; second nurse’s conduct in failing to call physician or perform checks on detainee did not rise to deliberate indifference; fact issue on whether conduct was reckless precluded summary judgment to correctional officer who failed complete required checks while detainee was in restraint; right to be free from deliberate indifference by correctional officer was clearly established; nurses employed by private medical provider are not entitled to qualified immunity.
