Vermont S 250 or the Act relating to enhanced administrative and judicial accountability of law enforcement officers would create a process for Vermonters to sue police officers, corrections officers, contractors, court security and other peace officers for excessive force and other violations of individual rights.
The bill also provides specific parameters concerning independent investigations of police misconduct, anti-bias training for law enforcement officers, and the creation of a law enforcement officer database with related disclosures during criminal prosecutions. The bill provides the Office of the Attorney General with authority to investigate complaints of a pattern or practice of discriminatory conduct by a law enforcement agency and initiate civil enforcement proceedings, if necessary.
